Postage stamps of Ante Pavelić, the head of Independent State of Croatia, were designed by Karl Seizinger. His initials, K. S. are below the frame of each stamp.
The issue was printed in lithography in Državna tiskara in Zagreb. A press sheet consisted of 4 panes, each having 100 stamps (10 x 10 layout). Panes were marked with numbers from 1 to 4.
The stamps of this issue appear in three different heights. It is unknown what is the cause of this occurrence.
Paper
Contemporary specialists noted differences in the thickness of paper, ranging from 0.05 to 0.08 mm. According to Ercegović (1995: 346) the difference is coincidental and derives from variations in production between batches. However, stamps on thick paper are more common.
Perforation
There are 6 different perforations used in this issue: comb perforation 14 and five different line perforations. For details please refer to the table below:

Coincidental varieties
Imperforate stamps of all values exist, as well as partially, double and blind perforated examples. Other coincidental varieties are in a form of small colorless spots and areas. Offsets are also known to exist.
