State of Slovenes, Croats and Serbs, Issues for Croatia – Introduction
Stamps of SHS Croatia were in use form November 18th, 1918 to April 15th, 1921 when they were demonetized. The first edition consisted of contemporary Hungarian stamps, overprinted with SHS HRVATSKA in letterpress printing. Overprints in lithography also exist, they are probably essays. In total, 41 different types of Hungarian stamps were overprinted with 12 different types of overprints.
Overprinting was decreed by Postal and Telegraph Directorate in Zagreb. Since the official document is lost many speculations arose over the number of copies and even types of overprinted stamps.
Overprinting was implemented in two printing houses in Zagreb: Zemaljska tiskara and Nadbiskupska tiskara.
In February 1919 the Postal and Telegraph Directorate, in an attempt to speed up the process of replacing stamps and to avoid complex procedures associated with it, issued a decree, authorizing Nadbiskupska tiskara to overprint Hungarian stamps, in complete or in assembled panes, to anyone who brought them in.
As a result of this decree and due to the fact that there was no control over overprinting, two issues arose:
- it is unsure how many and which types of stamps were overprinted,
- individuals were able to produce many speculative issues using original overprints.
The production of speculative issues was also aided by currency devaluation in Hungary as it was possible to obtain stamps at a low price and smuggle them into Croatia.
In specialized philatelic literature only inverted overprints, double overprints and offsets are mentioned as possible legitimate coincidental varieties. Other issues are considered to be a mere fabrication intended for the philatelic market. In this context, three stamps are specifically mentioned: 10 filler Harvesting Wheat with white numerals and two stamps of Coronation set 1916. Specialized philatelists agree that these three values were never sold at post offices. Still, the perpetrators managed to produce several letters and in case of the Coronation set, all known examples were sent from Zagreb. Over time these “conspiracies” in some degree came to light and were mentioned by Ercegović in his work.
The 10 filler Harvesting Wheat stamp with white numerals is supposed to be fabricated by a prominent philatelist from Zagreb, who allegedly obtained an unknown quantity of smuggled stamps of this type from Hungary and got them overprinted with original overprints.
The Coronation set is supposed to be conceived by a consortium of investors, aided by a high-ranking official in Postal and Telegraph Directorate. This official is, among others, supposed to be credited with putting these issues in official documents, and by doing so, legalizing them. This should be the reason why these stamps appeared in stamp catalogs.
Since the demand for these issues was high overprinting continued with forged dies also after the official overprinting ended. Some overprint forgeries are very dangerous.
Circulation is unknown. All stamps were printed in panes of 100.
