Designed by Oto Antonini, printed in ofset by Tipografija d. d. in Zagreb. Paper white, gumm white, perforation line 11 : 11½.

1942. The second definitive issue.
Designed by Vladimir Kirin and printed in letterpress by Hrvatska državna tiskara in Zagreb, on a regular white paper with white gum. Press sheet consisted of 4 postal sheets, each having 100 stamps.
The stamps were in circulation until the whole stock was used.

1943/44. The third definitive issue.
Designed by Vladimir Kirin and printed in offset by Hrvatska državna tiskara in Zagreb, on a regular white paper with considerable oscillation in thickness. The gum is white. Postal sheets consists of 100 stamps.
The stamps were in circulation until the fall of the Independent State of Croatia. A part of the circulation was used after the war for Yugoslav provisional issue for Zagreb.

The second run of the 20 kuna stamp took place after the protests of collectors and stamp dealers due to shortage of this stamp. Shortly after the first run was released a group of dealers bought almost the whole circulation and was then reselling the stamps for up to 100-times the nominal value (Ercegović, 1995: 429).
